Unlike previous versions of Outlook, which allowed you to add an e-mail account either manually or automatically, Outlook 2016 and 2019 only connect to Exchange using Autodiscover, which is the Exchange service that configures accounts settings automatically.

Outlook 2013's compatibility with Microsoft 365 services, particularly Exchange Online, has been deprecated by Microsoft as of November 1, 2021. Consequently, connecting Outlook 2013 to Microsoft 365 services without modifications is not possible.

You cannot connect to the Exchange server if there is a problem with the network or bad internet speed. Try reconnecting to the same network by forgetting the connection or see if Outlook on another computer works with the same internet connection, and make the changes accordingly.
